This is definitely sensational news and communist propaganda. I spend holidays near these areas where they have these problems. These are very remote places where there is little, if any, law enforcement presence. They became communist infested areas during martial law and their presence there continues to this day. These were communist controlled areas. They are now losing it with development coming in and the entry of the military. They are losing control of that area to government. That's why you hear this propaganda now.
Children do not willingly join guerilla groups. You cannot have informed consent of 12-year-olds and other minors. It is the parents, communists or communist sympathizers, who give that consent or are coerced into doing so. And these are seldom voluntary. These are one of the few jobs in the countryside!

UNICEF local representative Nicholas Alipui said the study was "not as balanced and completely unbiased" as he would like as it made no attempt to get the military's side. So why publish it without getting the military's side?
