Kailangan ba ang national ID?


Sa tingin ko kailangan ng pilipino ang uniform national ID system. Dahil sa terorismo. Kung nangangailangan at naghihingi ang gobierno, mga negosyo atbp. ng ID, mas madaling mahuli ang mga Abu Sayyaf, NPA at iba pang mga kriminal at wala silang magawa na hindi sila nangangailangan ng ID. Mas madali ding matuklas ng pulis o militar ang tunay na identidad ng isang suspect.

This is a big issue in the US and I myself am against it in the American scenario. However, given the very limited technological and bureaucratic wherewithal of the RP govt, I would go for it here. Because in practices, in RP, all it will mean is an ID and pretty much that will be all it will be. And nothing much more than that.

Sa tingin ko, importante ito. Malaki kasi ang problema natin sa mga rebelde. Matagal na ang NPA at mga komunista. Ganoon din sa rebeldeng muslim. At ngayon, nadagdagan pa ng mga Trillanes at Lim. Dapat tulungan ang militar at pulis sa pagresolba sa problemang ito.

Yes, I think it is necesary because of security issues. Noteworthy, mainstream opposition to this not logical. They are simply mouthing foreign activists who oppose the national ID in their countries mainly due to possible infringement on privacy. But that issue is not applicable  in the Philippines, where the government only has the most basic data on its citizens. Where most government data is not even computerized, including that of the Bureau of Internal Revenue. And where there are people who do not even have birth certificates and the like.

This is not just a simple I.D. It includes the biometrics thingy and the additional data on top of what is necessary for basic identification purposes. From the militarys comments in one of the articles re the national I.D. and the pilot programs in some barangays, it appears to be more than just an I.D., rather the foundation of Big Brother. From it will be built the database to spy on ALL Filipino citizens, regardless of their innocence.  Not OK.  The RP govt should only be allowed to spy on and take fingerprints and biometrics of  criminals and those suspected of serious crimes with some basic standard of proof before it is allowed.

While theoretically it is a very effective counter-insurgency tool, possibly even better than increased militarization if handled properly, our rebellion problems are way too small to warrant such a flagrant and universal infringement of Filipino privacy and civil rights. This smacks of the War on Terror, the genie being used by George Wacko Bush to build up and inflame American paranoia, anti-immigrant and racist sentiments, and god only knows what else. That is an American govt obsession and is probably being sponsored by them. They are unable to persuade their own citizens to do the biometrics I.D. and do not require Americans to do so, so why should we agree to be their guinea pigs? Are Filipinos more likely to be terrorists than Americans, Australians and Europeans?

There are other ways the military can accomplish more efficiently its counter-insurgency drive that do not entail  such a universal grave violation of the rights of the ordinary Filipino. Good governance is the most effective, of course. The govt could also push for a RICO-like legislation (RICCO?), for example, the law passed in the U.S. about half a century ago which is used to prosecute members of organized crime like the Mafia and others who are hard to prosecute and are involved in very serious crimes. Standards  for evidence and prosecution can be lowered somewhat for those persons and groups suspected of or guilty of certain crimes like rebellion, treason and the like, as well as difficult to prove crimes. But it is unfair for everyone to have to pay for the crimes of the few lawbreakers.

 

Taking the fingerprints and other biometrics of, spying on  and creating databases containing a throve of personal and private data of ALL Filipinos SHOULD NOT be a right given to the govt. To allow that would be to allow govt way too much control of its citizens and opens a whole can of worms re privacy rights, etc.. Sorry, but my trust in govt does not extend to that.

Hindi ako sang-ayon. Sa tingin ko, sayang lang ang pera ng gobyerno sa mga ganito. Liban na sa posibilidad ng abuso, bagong-bago pa iyong teknolohiyo nito. Mga 5 taon pa lang siya nagamit. Hindi lang mahal na mahal ang kanyang teknolohiya, hindi pa siya garantisadong magtrabaho.
